1. Call to order

2. Minutes

3. Steve Morrone and Kathie Livingston would like to present their ideas to Council regarding the possibility of using McClellanville as the starting and finishing spot for the Palmetto Swamp Fox Adventure Race this year.

4. Zach Stroman would like to discuss a proposed Eagle Scout project with Council. He would like to install distance markers for a walking/running route around town.

5. Tree Committee Chairman David Stoney would like to speak to Council with regard to a Town match for a State Forestry grant the Committee hopes to seek, and Town financial support of future Tree Committee projects.

6. Malcolm Baldwin would like to discuss with Council preliminary plans for a Planned Development which would include George Marlowe's property on Highway 17, TMS No. 744-00-00-007, which has been proposed for annexation, and Billy Baldwin's adjacent property, 744-00-00-005.

7. Consideration of final readings on the proposed "pet ordinance:" "An Ordinance to Amend Chapter 3 of McClellanville Code by Adding Thereto a New Article II Pertaining to Vicious Animals and by Amending 3.107 of Article I of Chapter 3 as to Circumstances When Vicious Animals May Be Declared a Nuisance."

8. Consideration of a resolution to adopt NIMS (National Incident Management System) as the basis for all incident management within the Town of McClellanville (see copy, enclosed): Adoption of NIMS by September 30th is required by FEMA, in order to ensure the Town's eligibility for federal preparedness funding assistance in FY 2007.

9. Appointment of a new member to fill a vacancy on the Architectural Review Board: Please see copies of the applicants' letters, enclosed.

10. Proposed Town Personnel Policy: As the Town's old Personnel Policy has been misplaced, Mary and the members of Council's Personnel Committee have drafted a new policy for Council's consideration. If Council approves of the new policy after review, it may be adopted by resolution of Council.

Please note the following questions regarding the policy:
A) On page 7 of the policy, does Council feel that Town employees need performance evaluations, or should this section be deleted?
B) On page 12, No. 1 under "Physical Disability and Personal Leave," how many months does Council feel an employee should be able to request for a leave of absence due to sickness, pregnancy, or injury on or off the job?
C) On page 15, "Examples of Conduct Warranting Disciplinary Action," the Personnel Committee questioned whether an appeal process for employees should be specified.

11. For Council's consideration:

The Coast Guard's Seahawk Task Force has contacted the Town Office with a request to possibly install security camera(s) on the old fire tower. Does Council have an opinion regarding this request?

Tricounty Link is providing a new bus service to link with CARTA for those who need transportation into and around Charleston. They have asked if the bus could be parked at Town Hall overnight (it would leave at 5:30 AM), or at another site in town.



12. Adjourn

Reminder: All candidates for re-election in the Town's November General Election: Please don't forget, you must file your Campaign Disclosure Forms with the State Ethics Commission 15 days before the date of the election. Your name cannot be placed on the ballot if the State Ethics forms have not been filed.
