June 2, 2008 – 7:00 PM 1. Minutes 2. Open new bids for mowing of Town properties, consideration of awarding the bid 3. Planning Commission will provide a recommendation on the following proposed ordinances; Council may consider final readings: A) “An Ordinance to Amend Article V, Planned Developments, Section 5.6.3.2 of the Zoning Ordinance So As To Allow for Mixed Use Planned Developments That Are More Commercial in Nature along U.S. Highway 17” B) “An Ordinance to Amend the Official Zoning Map of the Town of McClellanville to Add Thereto Approximately 4 Acres Bearing Charleston County Tax Map No. 744-00-00-007 and to Designate Said Property Bearing Charleston County Tax Map No. 744-00-00-007 As well As Property Bearing Charleston County Tax Map No. 744-00-00-005 As Planned Development (PD)” 4. Public Hearing and consideration of final reading on the following proposed ordinance: “An Ordinance to Amend Chapter 4 of the Code of the Town of McClellanville Regarding the Adoption of Standard Codes Relating to Construction” 5. Consideration of a possible off-street parking area on the Town’s Cassena Street property: At the recent meeting to consider options for improving parking and pedestrian difficulties in the Village Commercial District on Pinckney St., Karen Shuler mentioned that there may be room for a parking area on Town-owned property on Cassena St. I am enclosing an aerial photograph of the property, part of the old fire department lot. It does look as though there would be room for at least five or six parking spaces beyond the area cleared for the water tank. Does Council support creating an off-street parking area on the lot? Clearing the lot and designating spaces could be part of the plan we propose for funding through the half-cent sales tax monies. 6. Petition regarding clearing of the property at 201 Cassena St.: Please see copies of the petition, signed by 15 local residents, as well as copies of recent letters from Mayor Leland and Bud Hill. 7. C-Fund Project requests: C-Funds requests are due by June 29. Jim Armstrong from County Public Works says that municipalities often submit the same projects for half-cent funding and C-Fund monies. Thus, I could also submit our ditch-clearing request as a C-Fund project. Other possible projects include: the “Streetscape” plan for Pinckney St. improvements to drainage on McClellan Ave. improvements to drainage on Oak St., near the Spelman home at 119 Oak improvements to drainage on Pinckney St., near 522 Pinckney creation of a turn lane at the southern entrance to town Does Council have other suggestions? FYI: Councilman Bob Gannon and Mary will meet with David Hoops from County Public Works tomorrow afternoon to discuss plans for paving the driveway into town hall and the boat landing. The County would provide labor and equipment, we would pay for materials. Criteria for charitable giving: Please see the enclosed copies of information from Charleston County on their requirements for charitable giving. Most of this seems more extensive than what we would need, and much seems to be for their grant administration. They do cite four criteria established by the SC Supreme Court as a test to determine whether a project has a public purpose, which could be helpful. These are as follows: 1) What is the ultimate goal or benefit to the public intended by the project; 2) Are public or private parties the primary beneficiaries; 3) Is the particular project speculative; and 4) Will a public interest ultimately be served and to what extent. |
