McClellanville Town Council Finance Committee Meeting April 16, 2007 The Finance Committee of McClellanville Town Council met on April 16, 2007 to plan for the Fiscal Year 2007/2008 budget. Mayor Rutledge Leland and Council Members Gussie Humes, Bob Gannon, and Jim Scott were present, along with Clerk/Treasurer Mary Duke. Notice of the meeting had been published in the Charleston Post and Courier. Mary distributed revised copies of the proposed 07/08 budget to Council. She said that the only changes she had made thus far to the previous draft of the budget were removing a $7500 expense for boat landing sidewalk work and increasing the projected launch permit income slightly from $31,000 to $32,500. She explained that the reason for the changes was that she believed the sidewalk expense would be incurred in the current fiscal year and, with regard to permit sales, that income so far this year was somewhat ahead of original projections. Mary gave Council copies of a revised proposal from Building Official Paul Fields for changes to his current job description and salary. Council reviewed Paul's proposal to discontinue the Tuesday evening office hours and instead offer building services two days per week with part of this time to be spent in the office and part in the field. He said that he would also assist Mary with capital projects, maintenance of the town office, and oversight of road and drainage work in town. For the additional hours and services he was offering, Paul asked to that his salary be increased and that he become eligible for annual leave, sick leave, and paid holidays. Council agreed to Paul's requested salary increase for the additional services that he offered. Council questioned, however, whether an employee working less than half of full-time hours would qualify for annual leave, sick leave, and paid holidays. Council asked Mary to find out from Paul exactly what he expected with regard to leave and holidays, and how much this would take away from his work hours for this job. They noted that he had proposed to work on Mondays and Fridays, and that many holidays fall on those days. Also, it was pointed out that the zoning administrator works two five hour days per week and currently does not receive paid leave or holidays. Council next considered other proposed salary adjustments and approved a 3% cost of living raise for Mary, Marlies, and Julia Brown and a 10% raise for Zoning Administrator Kathryn Basha. Council asked Mary to put the approved salary adjustments into the budget and agreed that they would plan to hold first reading on the budget ordinance at the May 7th Council Meeting. They remarked that, if necessary, further adjustments to the budget could be made between the first reading and the final reading in June. There being no further business, a motion was then made, seconded, and unanimously approved to adjourn the meeting at 7:55 PM. Mary S. Duke Town Clerk |
