McClellanville Design Review Board
May 14, 2007 - 7:00 PM


The McClellanville Design Review Board met on the above-noted date. The time and date of the meeting had been advertised in compliance with state law. Present at the meeting were Chairwoman Tammy Huggins, Elizabeth Dawson, Suzanne Britt and Sonny Phillips. Also present was Secretary Marlies Welton;

The meeting was called to order by Chairwoman. The Board reviewed the minutes from the March 29, 2007, meeting. Ms. Suzanne Britt made the motion to approve the minutes as written; the motion was seconded by Elizabeth Dawson and carried by unanimous vote.

The Board then considered the application from Mr. and Mrs. Walter E. Welton to roof over the porch on the left side of the house at 370 Society Road. The Board Members reviewed the application and decided that the addition is in accordance with the guidelines and approved the addition as requested.

Tammy Huggins then read the order to the Board Members for the addition of the roof over their porch of their home on 370 Society Road (see attachment A) and asked the Members in favor of approval for certificate of appropriateness and the order as written to vote "aye" and to signal opposition by voting "nay". The "aye" votes were unanimous.

The Board than considered the letter from the contractor VDL and Associate regarding the changes of materials for the house to be built on Thomas Pinckney Court for Dr. and Mrs. Hal B. Homes. Due to hurricane codes and the nature of the waterfront site, the customer is considering changing the windows to high impact rated clad windows and the siding to cementitious fiberboard lap siding. The Board Members decided that those materials would be appropriate for the district, but the contractor would have to formally submit the changes at the next DBR meeting. The contractor shall be informed in writing to that effect.

Tammy Huggins informed the Board Members that she had received an email from the Zoning Administrator, Kathryn Basha, concerning the windows installed in the house on 709 Morrison Street by Danny Leitner, Contractor and home owner. It appears that aluminum clad windows were substituted for the vinyl clad cited in the ARB's approval of the house. The board discussed this at length and agreed that should an applicant install materials not specifically approved in the application the applicant is in violation of the Order. To the Board's knowledge a change in the application had not been requested. The Board members feel that the Town's Building Official should bring these discrepancies to the contractor's attention before a project is completed so that the change can be brought before the ARB prior to requests for an occupancy permit. The Board discussed that it did not have a concern with this particular project's substitution because it is new construction. However, the Board decided that in the future when materials are not listed on the plans presented, it will get clarification during the meeting. At that time, the Board will determine whether the proposed materials are suitable to the District for the particular project and note whether substitutions are acceptable.

There being no further business, a motion was made, seconded and unanimously approved to adjourn the meeting at 7:20 PM.
